Downgrades are chargeable

The reason that we charge for downgrades is that it needs human intervention, staff need to be paid, so manual task have an associated charge.

So, why do we not charge for upgrades? We anticipate that we will make back the money, we would have charged, as the upgrade provides us with greater monthly revenue.
